Innovation in the public sector seeks to find new ways to solve the problems that plague the population. The case of the Colombian department of Nariño illustrates how open innovation in the public sector can become the central axis of the development of a territory. For example, its Departmental Development Plan , which is the roadmap for the planning, distribution and execution of the Department's resources, is based on three fundamental pillars: Open Government, Collaborative Economy and Social Innovation.

To put these three pillars into practice and under the motto “ Nariño Heart of the World ”, we have worked to position Nariño as a world reference in the Industry Email List way of facing problems and needs with a different approach, recognizing the potential of the department. In this sense, we developed the “ Feeling” methodology – or in Spanish, feeling – that allows us to innovate with an approach oriented to citizens and their needs.

Below is a presentation of what the Feeling methodology is and how it has been integrated into the innovation process of the Department of Nariño: 1 What is the Feeling methodology ? The Feeling methodology invites us to design with the heart, it is human-centered, based on design thinking, popularly known as “ Design Thinking” , and conceptually inspired by the book “The Little Prince”. It is a completely open methodology that, with the graphic and conceptual inspiration of “The Little Prince”, allows each project team to contribute new tools and new processes.

Feeling consists of a journey through five phases that allow us to break the molds in the public sector to find solutions to common problems: Prepare the trip : It allows you to know the problem (Destination), the equipment (Travelers) and the resources (The suitcase). This stage seeks to know both the people in the public sector who want to innovate, as well as the affected population. For this, the citizen is understood, his needs are felt, and his dreams are recognized. Also, it is the stage to explore what resources you have.

Take off : It is the empathy phase. Field research will make it possible to obtain discoveries to propose a point of view that leaves everything ready for the creative stage. Flying : With the use of various methodologies and in the middle of a playful environment, ideas will be obtained to create solutions for the challenge posed. Explore : It is the Phase in which you play with the idea, expressing it in different ways (Prototype) so that you can evaluate, test and receive feedback on the solution.



Land : Phase in which the realization of the idea is proposed, implementing it in a real context, moving from the idea to action. 3 What does the Feeling methodology look like in practice? The Nariño Social Innovation Center CISNA seeks to include different sectors of society in the process of creating solutions to public problems, empowering citizens through the resolution of their own challenges. CISNA has Feeling as its base methodology to innovate and its physical space is designed based on the Take Off, Fly, Explore and Land stages.

Currently, “ La Ctedra Futuro ” is being carried out by CISNA , a commitment to educational innovation in the Department of Nariño that consists of modifying the teaching-learning processes by including the Feeling methodology in the classroom to promote project-based learning. With more than 4 institutions participating, Ctedra Futuro is impacting more than 300 students who learn about global trends, social technologies and social entrepreneurship.

The teaching-learning process, in addition to Feeling , includes pedagogical methodologies for the development of skills. Currently there are three municipalities benefiting from “La Ctedra Futuro”: Yacuanquer, Cumbal and La Florida. As a result of the experience in implementing this project, the Manual for using Feeling in the classroom was obtained . The most important thing about the Feeling methodology is not that it is adopted as a unique tool to innovate, but that, through it, the public official assumes the role of designer and dreamer.
